Parental Benefits

  • The Progressive Family Growth Benefit provides a $1,000 lump sum payment to residents of the province who give birth to a baby or have a child placed with them for adoption on or after January 1, 2008.
  • The Parental Support Benefit is a $100 monthly benefit available to residents of the province for the 12 months after the child’s birth, or the 12 months after the adopted child is placed in the home. Children must be born or placed for adoption on or after January 1, 2008 to qualify for this benefit.
  • Where there are multiple births or adoptions, both benefits are available for each child. A separate application form should be submitted for each child.
  • These are non-taxable benefits and are universal in nature. A person’s or family’s income level or source is not a factor in determining eligibility.
  • Families could receive a maximum combined benefit of $2,200 per eligible child.
  • Only one parent may apply for the benefits. Normally, this would be the mother, unless legal custody is with the father who is not a co-habiting spouse or there are other extenuating circumstances. Parents are encouraged to submit applications as soon as possible after the birth, or placement of the child in your home for adoption.
  • The deadline for filing an application is 3 years after the baby is born, or in the case of adoption, 3 years after the child has been placed with you.
  • For births on or after January 1, 2013, to apply for the benefits:
    1. Complete Section 6 of the Birth Registration Form under “Applying for Progressive Family Growth Benefit and Parental Support Benefit” and return to Vital Statistics. Vital Statistics will forward all required information to the Department of Finance for benefits processing. The Birth Registration Form is available at all hospitals in the province at the time of birth or can be obtained at Government Service Centres province-wide.
    2. Completed Birth Registration Form must be sent to:

    3. Complete the Applicant Setup and Maintenance Form following the instructions provided and return to the Department of Finance as indicated below in order to receive your payments. Attach a void cheque or include certification from your financial institution. This form may be downloaded here or is available by contacting the Parental Benefits Program at the phone number or email address listed below.
    4. Completed Applicant Setup and Maintenance Form must be sent to:

  • If any of the below circumstances apply, you will need to apply separately to the Department of Finance for the Progressive Family Growth Benefit and the Parental Support Benefit:
    • Your child was born on or before December 31, 2012
    • You are:
      • adopting a child
      • a birth mother placing your child for adoption
      • a surrogate mother
      • a father with legal custody who does not live with the birth mother
      • a resident of NL and your child was born outside of the province
      • not a Canadian citizen or permanent resident; or
      • in the event of still birth.

    To apply for the benefits in these cases:

    1. Complete and submit the Application Form Progressive Family Growth Benefit and Parental Support Benefit. Applications may be downloaded here or are available by contacting the Parental Benefits Program at the phone number or email address listed below.
    2. For adoptions, a copy of the letter of placement from the Department of Health and Community Services or adoption order must accompany the application form.

      Completed Application Form Progressive Family Growth Benefit and Parental Support Benefit must be sent to:
